REQUIRED EXPLANATION OF REQUEST
  The Department of Youth Services respectfully requests Controlling Board approval to release capital funds in the amount of $662,800.00 from Fund 7028, ALI C47022 (Building Additions-CJCF), in FY22, and an agency released competitive opportunity to contract with GDP Group, Akron, OH, to provide A&E services to construct a new vocational building at the Circleville Juvenile Correctional Facility located in Circleville, Pickaway County. DYS-210198  
  Circleville Juvenile Correctional Facility, located in Pickaway County, was built in 1994 and provides secure services to approximately 130 youth each day committed to DYS from all 88 counties.   The facility is a 24-hour maximum security facility housing juvenile felony level offenders. DYS is requesting funding to construct a vocational education building to expand career tech training opportunities to provide youth with a trade, job and living skills prior to re-entry. A career vocational technology building will provide the space to expand existing programs to include construction trades - carpentry, electrical, plumbing, framing, roofing, siding, drywall, welding and masonry programs as well as expanding the horticulture program, auto technologies, career tech/computer technologies/science lab/music and culinary lab.

Project DYS-210198 is an OFCC project and is in the A&E contracting phase.   

This capital funding request is to provide A&E services necessary for the successful completion of the design phase. 8 Statements Of Qualifications (SOQs) were received and graded. Based on the SOQs scoring, the top 3 firms were interviewed with GPD Group Inc. being selected by a panel consisting of 2 OFCC representatives and 2 DYS representatives based on GPD Group Inc.'s demonstrated understanding of the project scope and ability to perform the work required.
